Kandhamal MP Sukanta Panigrahi participates in the discussion on the demand for grants in Parliament
New Delhi: Participating in the discussion on demand for grants in Parliament,
Kandhamala MP Sukant Panigrahi highlighted the potential of Odisha in the
development of fisheries and dairy sectors in the State.
He said the Odisha government has allocated Rs 344 crore for the Odisha Matsya Mission
in the recently announced State budget.
Extending his gratitude to Prime Minister Narendra Modi for giving him the
opportunity to speak in Parliament, he said the Ministry of Fisheries, Animal
Husbandry and Dairying have been allocated Rs. 7,137 crore. While department of
fisheries have got Rs. 2,616 cr., the Department of Animal Husbandry and Dairying has
got Rs. 4,521 cr. in the Budget 2024-25.
In the Revised Estimates for 2023-24, the Department of Fisheries had resources to
the tune of Rs. 1,701 crore whereas the original Budget Estimate for 2023-24 was
Rs. 2,248 cr. The actual expenditure in 2022-23, however, was recorded at Rs. 1,294
cr.
This year’s Budget for the Department of Fisheries has witnessed more than a 49 % rise
over Actual Expenditure recorded in 2022-23 and 65% increase over the Revised
Estimates of 2023-24.
This fishery department has enormous opportunities of growth. The government has
seen this opportunity and with the Sankalp of Sabka Sath, Sabka Vikas, Sabka
Prayas, the Department of Fisheries is all set to try to ensure Sabka Viswas by
assuring adequate and timely coordination with all coastal States/Union Territories
viz. Kerala, Tamil Nadu, Gujarat, West Bengal, Goa, Karnataka, Maharashtra,
Andhra Pradesh, and Odisha. Daman & Diu, Puducherry, Lakshadweep Islands, and
Andaman & Nicobar Islands.
Rs. 2,352 cr. has been pegged for implementation of Pradhan Mantri Matsya
Sampada Yojana (PMSSY). This large allocation to the scheme would bring about
a blue revolution through sustainable, responsible, and holistic development of the fisheries
sector in India including the welfare of millions of fishermen and fisherwomen. The
PMSSY which is implemented from 2020-21 for 2024-25, is all set to achieve new
records under the able leadership of the Prime Minister, added Panigrahi.
Fishing and fishing communities are intricately aligned with farming and are vital
to rural India’s growth. The Pradhan Mantri Matsya Sampada Yojana (PMMSY) has
established a robust fisheries management framework.
The time has come to understand and underscore implementation issues and
address critical gaps in the value chain, including infrastructure, modernization,
traceability, production, productivity, post-harvest management, and quality control.
Speaking on the allocation to the Department of Animal Husbandry and Dairying, in
the revised estimates for 2023-24, the Department of Animal Husbandry & Dairying
(AHD) had absorbed resources to the tune of Rs. 3,913 crore whereas the Budget
The estimate for 2023-24 was Rs. 4,327 cr. The actual expenditure in 2022-23 was
recorded at Rs. 2,315 cr.
This year’s Budget for the Department of AHD has witnessed a 51% rise over the Actual
Expenditure recorded in 2022-23 an 86% increase over the Revised Estimates of
2023-24.
He also appreciated the government’s initiative by which the animal husbandry
infrastructure development fund and the dairy infrastructure development fund have
been merged into one single fund. The schemes for supporting dairy cooperatives
and farmers’ producer organizations are also subsumed into it. This is an apt decision of
the government to ensure efficiency in program administration.
The budget has provided for the release of funds to different milk unions/state milk
federations for approved projects and for dairying through cooperatives. Further, the
allocation of the national program for bovine breeding, and indigenous breeds would hugely help us to conserve and develop indigenous breeds in a scientific and holistic manner to increase overall bovine productivity.
Panigrahi further spoke about the immense potential for the development of dairy
sector in the state of Odisha.
This budget will support and guide 19 lakh dairy farmers of my State to ensure
increased contribution to the State’s Gross Domestic Product. This year, Odisha has
kept a provision of Rs. 102 cr. to be spent on Dughdha Banya Yojana and Rs. 65 cr.
for Ksheer Dhara Mission.
The budgetary efforts are going to support the State in enhancing the productivity of
animals and to guide us in revamping the State Milk Cooperative – OMFED to evolve
as one of the leading dairy brands in India like Amul and Mother Dairy. Odisha is all
set to show the country revolutionizing the dairy sector in the State by forming more
and more dairy cooperatives and making dairy farmers organized.
The hike in budget grant for dairy development this year over the Revised Estimate of
2023-24 will undoubtedly help the States in transforming dairy production, marketing
and distribution.
Panigrahi sought the intervention of the government in terms of
(a) Organising more and more dairy farmers by forming dairy cooperatives,
federating them into district-level milk unions and linking them with State
Cooperative Federations
(b) Extending support services to States through National Dairy Development
Board
(c) Mapping dairy production, livestock presence, and identifying potential areas
for better programmatic interventions
(d) Ensuring animal healthcare services right up to the community level
(e) Bringing in innovation, technology, and good collection practices and
manufacturing practices
(f) Milk producer organizations need to be identified for specialized activities viz.
provisioning animal health and AI services; fodder and nutrition; fodder seed
cultivation, manure management, etc.
