Setting UP of Food Processing Units and Food Parks

NEW DELHI: As per the latest Annual Survey of Industries (ASI) 2012-13, the total number of registered food processing units in the country is 37,175 as against 36, 881 in 2011-12, an increase of 0.80 per cent.

Food processing units are set up by entrepreneurs in the private sector. For promotion and development of food processing sector in the country,  Government is implementing Central Sector Scheme for Development of Infrastructure for Food Processing having components of (a) Mega Food Parks (b) Integrated Cold Chain, Value Addition and Preservation Infrastructure and (c) Setting-up / Modernization of Abattoirs (subsumed in NMFP w.e.f. 01.04.2014); Scheme of Technology Up-gradation / Establishment / Modernization of Food Processing Industries; Scheme for Quality Assurance, Codex Standards, Research & Development and Other Promotional Activities; Scheme for Human Resource Development and  Scheme of Strengthening of Institutions.

An “Investors’ Portal” has also been developed by the Ministry with the intention to disseminate information on the state specific resource potential, policy support and fiscal incentives offered to investors in food processing sector. Investors can access the information through Investors’ Portal (http://foodprocessingindia.co.in/) or through Ministry’s website (http://mofpi.nic.in).

During the 12th Five Year Plan, Ministry of Food Processing Industries (MoFPI) had launched a Centrally Sponsored Scheme – National Mission on Food Processing (NMFP) w.e.f. 01.04.2012 for implementation through State / UT Governments. Under NMFP, financial assistance for setting up of food processing units was provided under the scheme of Technology Upgradation / Establishment / Modernization of Food Processing Industries, which aimed at creation of new processing capacity and up-gradation of existing processing capabilities in the sector. A Central Sector scheme of Technology Up-gradation / Establishment / Modernization of Food Processing Industries is also being implemented to sanction financial assistance to the food processing units against the applications received till 31/03/2012 in the Ministry.

However, the NMFP has been delinked from the Central support w.e.f. 01/04/2015 and the State may decide to continue (or not) these schemes out of their increased resources resulting from the recommendations of the 14th Finance Commission.

Under the Scheme of Mega Food Park, Ministry of Food Processing Industries (MoFPI) has accorded “In-principle Approval” to 15 Mega Food Park projects on 31.03.2015.

This information was given by the Minister of State for Food Processing Industries Sadhvi Niramjan Jyoti in a written reply in Lok Sabha on Friday.
